Townhill Park is a long-running estate renewal programme in east Southampton that is now moving through a second delivery model. One completed housing plot, a new community green and road improvements are in place, while Abri and Sovereign Network Group (SNG) are designing affordable housing across five further plots. The latest public milestone is the close of SNG's Plot 2 consultation on 16 July 2026; a planning application is intended for autumn 2026, so the proposed 110 homes are not yet approved or under construction.
The programme began as a council-led replacement of ageing housing and a redesign of streets, open space and local facilities. Southampton City Council still describes an ambition for more than 600 energy-efficient homes, but that figure is a programme-level ambition rather than a current construction total. The 2016 hybrid application covered 665 dwellings across the estate; later procurement changes, redesigns and plot-by-plot partnerships mean current proposals must be read separately.
The delivery position is mixed. Roundhill Close delivered 56 homes in April 2019, although remedial building-safety work has continued. Townhill Green opened in 2022, and the council reports GBP3.75 million of neighbourhood works including the green and traffic calming. By contrast, the five plots now assigned to Abri and SNG remain at design or pre-planning stage.

The exact estate programme boundary should be taken from the council's plot plans and individual planning applications, not from a single marketing outline. SNG's June 2026 consultation material maps Plots 2 and 9 within the wider estate, while the council's regeneration page also tracks Plots 5, 6, 7, 10, 12 and 13 at different stages.

Why the delivery route changed
Southampton approved a regeneration framework in 2012 and conditional planning approval for a 665-home hybrid scheme in May 2016. The detailed first phase contained 276 homes and later phases accounted for 389 homes in outline. That permission records the original scale, but it should not be read as proof that every current plot design remains approved.
Delivery subsequently slowed. In February 2024 the council ended its pre-construction route with Drew Smith, later Countryside Partnerships, citing the contractor's withdrawal, higher costs and funding timing. Plots 2 and 9 were moved into the council's Affordable Housing Framework, with Plot 10 considered separately. This reset is central to the current position: registered providers now design and deliver the principal plots, and new or updated planning applications are required.
Abri was selected in late 2024 for Plots 5 and 6. The council's 2025 Housing Delivery Test Action Plan describes up to 189 homes and a phased completion target by the end of 2029, but this remains dependent on planning and delivery agreements. SNG was then appointed for Plots 2 and 9, described by the council in September 2025 as around 170 affordable homes across those two plots. That combined estimate is not a fixed consented total: Plot 2 is now shown as around 110 homes, while SNG says the Plot 9 mix is still being developed.

The labels above deliberately separate delivered work, design work and planning status. Appointment of a housing provider does not equal planning consent, and clearance of a site does not mean housing construction has started.
Plot 2 is the clearest current proposal
SNG's Plot 2 consultation ran from 25 June to 16 July 2026. The provider says it is now considering feedback and intends to submit a planning application in autumn 2026. The proposal contains around 110 affordable homes east of Meggeson Avenue, including houses, maisonettes and apartments. Most buildings are shown at two storeys, with a seven-storey residential building at the southern corner.
The consultation boards identify social rent and shared ownership, private gardens for houses, balconies for maisonettes and apartments, three principal landscaped spaces and a pedestrian route to Meggeson Avenue. Four parking areas are proposed with access from Meggeson Avenue, Townhill Way and Paulet Close. These are design-stage details, not approved obligations.

SNG's target programme shows a planning application later in 2026 and construction from early 2028 if permission is granted. Both dates are conditional. No verified main works contract or start-on-site announcement for Plot 2 was found at the evidence cut-off.
Funding, land and enabling work
The programme combines council land, registered-provider investment, housing funding and enabling grants. In October 2023 the council announced a GBP1.08 million Brownfield Land Release Fund award to clear buildings at Benhams Road and Rowlands Walk. The council then estimated those cleared sites could support 220 homes. That estimate predates the current provider designs and should not be added to newer plot totals.
Site assembly has also required tenant relocation and, for Rowlands Walk, compulsory-purchase powers. The November 2022 Plot 9 decision recorded the council's use of a compulsory purchase order to secure the full site. Initial Demolition Notices across the wider estate do not themselves set a demolition date; the council explains that a final notice requires planning permission and a set demolition programme.
Completed neighbourhood investment matters to the delivery story. Townhill Green opened in 2022 with play, exercise and community features. Meggeson Avenue works improved crossings, surfaces and traffic calming. These assets are already usable, unlike the housing on the five current provider plots.
Housing and property context
The clearest direct effect is a planned increase in affordable housing choice, subject to planning and construction. Plot 2 proposes social-rent and shared-ownership homes, while the council says the five active provider plots should retain nomination rights for households on the housing register. The tenure and final count must still be checked plot by plot when applications are submitted.
Any effect on private sale prices or rents is qualitative and cannot be isolated from wider Southampton market conditions. New homes, improved open space and safer streets may change how individual locations are perceived, while demolition, relocation and multi-year construction can create disruption. The evidence reviewed does not support a numerical price, rent or rental return forecast.
Property-level research should check the precise plot boundary, tenure, service charges, parking rights, building height, construction phasing, access changes and distance from future works. Existing residents should also use the council's current relocation and demolition notices rather than relying on older masterplan dates.

Current assessment
Townhill Park has tangible completed infrastructure and housing, but the main next wave is not yet on site. The strongest evidence is that 56 homes and Townhill Green are delivered; Abri and SNG control a five-plot pre-planning pipeline; Plot 2 has reached public consultation with around 110 homes; and SNG has only recently taken on Plot 10. Future updates should focus on application references, tenure schedules, legal agreements, contractor appointments and verified starts rather than repeating programme ambitions as delivered supply.
The report should be updated when the Plot 2 application is registered, when Abri submits applications for Plots 5 and 6, when SNG publishes the Plot 9 and Plot 10 mixes, or when the council confirms a current route for Plots 7, 12 and 13.
