Mixed-use regeneration

City Centre North

City Centre North is a major regeneration project led by Portsmouth City Council to transform 13.25 hectares of brownfield land, including the former Tricorn and Sainsbury's sites. In August 2026, the council officially selected the English Cities Fund (ECF)—a partnership between Homes England, Legal & General, and Muse—as its preferred development partner. The project aims to deliver up to 2,300 new homes, significant commercial and leisure space, and over 240,000 sq ft of public realm, including a new urban park. The partnership is currently working under a Development and Masterplanning Services Agreement (DMSA) to test viability and refine the delivery strategy for the site.
